“Kapp’s early contributions to the justification of a fundamental ecological position, which are unfortunately hardly noticed today, are striking for their far-sightedness with regard to the necessary definition of social minima for the fulfillment of human existential needs as the starting point of a contemporary environmental policy, his emphasis on the limitation of status emulation, cumulative causation as a basic methodological principle, and skepticism towards (also complexity-economic) modeling. Furthermore, his explanations impress by the inclusion of questions of power and the planning role of the state with regard to an infrastructure to be coordinated from an ecological point of view in view of the limits of purely market-based instruments.” (H.
