Abstract:

Based on current developments within the EU digital strategy, this article makes use of two European integration theories, neo-functionalism and post-functionalism, to assess the outlook for the transformation of the state, as it is confronted both with the dispersion of authority within a multilevel governance (MLG) framework and with the challenges of digital transformation. The analysis reveals that the European level has acquired elements of statehood. This process continues, as recent initiatives have led to path dependency as regards digital policy, also building on support from the sub-national level and citizens, the addressees of some of the instruments the EU offers. Digital issues thus become more Europeanized, but also appear more frequently at the sub-state level. In combination, this points to a new round of Europeanization that may lead member states to surrender positions and transfer them to the European level.
